The U.S. Department of Justice revealed details about an employee at the Central Intelligence Agency (CIA) who embezzled millions of dollars from the agency and how he converted them into gold bars, purchasing cars, real estate, and luxury watches in America. The department published a photo of bags filled with dollars and others filled with gold bars in a post on its official page on the X platform (formerly Twitter), stating in a statement: "David J. Rush (49 years old), from Ashburn, Virginia, today pleaded guilty to executing a scheme to defraud the federal government by abusing his government position, resulting in losses amounting to approximately $194 million."
According to the court documents attached to the Department of Justice's statement, "Rush held a high-level executive position in a federal agency and had a security clearance of 'Top Secret/Authorized to Access Sensitive and Restricted Information.' He reached this position, in part, by lying about his academic qualifications and military experience, and Rush exploited his position—which granted him immense public trust—to create fictitious government entities (including a fabricated special access program) in order to obtain money from the U.S. government for his personal benefit."
The court documents also stated that Rush "after obtaining that money, purchased gold bars and made financial transfers amounting to nearly $145 million, which he ultimately used to buy luxury real estate, watches, and at least one car. As a result of this fraudulent scheme, Rush was able to unlawfully seize U.S. government funds amounting to approximately $193,590,400." The statement noted that "on May 19, 2026, the FBI conducted a search of Rush's home and seized 298 gold bars, approximately $2,106,550 in cash, €104,795, in addition to many luxury watches."
Rush had obtained the gold bars at an estimated cost to the government of $46 million. Under the plea agreement, Rush agreed to forfeit the gold bars and cash found in his home, as well as the properties he acquired through fraudulent means, and 30 watches (many of which are Rolex models), and two 2026 BMW Alpina cars, with one of them valued at least around $172,000.
The statement mentioned that "the sentencing for Rash is scheduled for January 28, 2027; he faces a maximum penalty of up to 20 years in prison, followed by a three-year supervised release period, as well as forfeiture penalties, payment of financial restitution, and fines. The federal district court judge will determine the sentence after considering the U.S. sentencing guidelines and other legal factors." The statement quoted CIA Director John Ratcliffe saying: "Following an internal investigation that revealed potential crimes, the agency immediately referred the matter to the Federal Bureau of Investigation (FBI)."

FBI Director Kash Patel stated, according to the statement: "David Rush has admitted to defrauding the government and embezzling hundreds of millions of dollars, then misusing those funds for extravagant and lavish purchases. Rush has betrayed his oath, his colleagues, and the American people, and he will now face justice for his actions. This guilty plea demonstrates the FBI's commitment to protecting public trust and confirms that no government position, security clearance, or access to government resources places anyone above the law."
