Had this decision been allowed to proceed and adopted later, the department would have been required to submit a report to Congress within 30 days, or else large portions of the security assistance allocated to Israel would face the risk of cancellation. Specifically, Senate members demanded that the report focus on the issue of the detention of Palestinian children and acts of violence committed by Israelis against American citizens in the West Bank.
