Iraq and Saudi Arabia... towards a stable regional system

When I stood on Sovereignty Day, observing the types of our armed forces and security formations, I was reminded of the great responsibility and trustworthiness that we bear towards the people of Iraq in preserving their security and stability. It was a moment that embodied the journey of a nation working to strengthen state institutions and restore its role. It also reminded me that sovereignty is not just an occasion for celebration, but rather a daily responsibility related to how the state manages its affairs, protects the interests of its people, and manages its relations with its regional surroundings and the broader world wisely.

Sovereignty, in the concept of the modern state, does not only mean possessing traditional tools of power, but also means the ability to build effective external relations. Therefore, Iraq needs an approach based on flexible diplomacy and flexible economics.

In this context, Iraqi-Saudi relations gain special strategic importance, given the political and economic weight of the two countries, their Arab ties, and common geographical, economic, and security interests. The two countries have made tangible progress in rebuilding confidence and opening channels of cooperation, which provides a foundation on which to build to move to a more advanced stage in bilateral relations.

The security of Iraq and the stability of the Kingdom of Saudi Arabia are not two separate issues, but rather form part of a broader equation for the security of the Gulf and the stability of the region.

This vision requires flexible diplomacy, based on the principle of mutual sovereignty and respect for the right of each country to make its decisions in accordance with its national interests. Iraq respects the sovereignty of other countries, just as it demands respect for its own sovereignty. Iraq's geographical location and the diversity of its regional and international relations give it the opportunity to play the role of a bridge for communication and a meeting point for dialogue, instead of being an arena for competition and conflict or a starting point for threatening neighboring countries.

Iraq can play the role of a mediator that links regional powers through dialogue, and this requires a balanced approach to relations, based on avoiding alignment within competing regional axes, and adopting a policy of neutralizing Iraq from conflicts.

The severe disturbances witnessed in the markets, trade movement, and energy supplies, as a result of the closure of the Strait of Hormuz, caused damage to the economies of the region, and emphasized the necessity of diversifying trade routes, in a way that prevents them from being dependent on one path or a specific exceptional circumstance.

Therefore, Iraq needs a more flexible economy, based on diversifying sources of income, expanding trade outlets, developing transportation and infrastructure, strengthening industry and agriculture, and opening the way for the private sector and investment. The Development Road Project, in addition to trade and transportation connectivity with the Gulf countries, represents an important opportunity to expand Iraq's economic role and link it to regional and international markets.

The stability of Iraq remains the basis for the success of any partnership. Investment requires a stable state, clear laws, and institutions capable of protecting rights and enforcing contracts. Therefore, combating corruption, simplifying procedures, and strengthening the rule of law are not only internal reforms, but rather are necessary conditions for attracting investments and enhancing economic independence.

Based on this vision, Iraq and Saudi Arabia can establish a new phase of rapprochement towards partnership and joint planning. The stability of the relationship between Baghdad and Riyadh would constitute a fundamental foundation for achieving broader stability and greater integration in the Gulf and the region.
