Cairo is returning to open a new door to Palestinian reconciliation, with a meeting of representatives of: Fatah, Hamas, the Popular Front, and Islamic Jihad, in preparation for a comprehensive national dialogue under Egyptian sponsorship. However, the importance of this step is measured by its ability to end the division and build a single national reference that protects Palestinian rights. Since the division of 2007, the crisis has gone beyond the political dispute to the division of land, authority, and institutions. The ability of the Palestinian regime to represent its people has declined. Israel has exploited this division to perpetuate settlements and weaken the chances of establishing an independent and geographically contiguous state.
Previous reconciliation agreements have proven that consensus between factions does not guarantee implementation; Disagreements over power, elections, security services, and the PLO return the path to the starting point. Therefore, the dialogue should focus on addressing the roots of the crisis.
What is required is a comprehensive strategic dialogue that includes factions, national forces, and independents, and rebuilds the political system on the basis of: one authority, one law, and one legitimate weapon; In a way that unites security and administrative institutions under a responsible national authority.
What is meant by unity is not the abolition of political pluralism, but rather agreeing on common rules, renewing legitimacy through fair elections, reactivating the PLO and developing its institutions to ensure broader participation, while maintaining its position as the legitimate representative of the Palestinian people.
The importance of this is doubled after the destruction of Gaza and its humanitarian crisis. It is not possible to separate reconstruction from the political future of the Strip, or to guarantee the unity of the Palestinian territories while separating Gaza from the West Bank and East Jerusalem. A unified reference is necessary to protect the Palestinians’ right to self-determination and establish their state.
Here the Egyptian role emerges. Cairo sees reconciliation as a necessity to protect the issue from liquidation, and a condition for establishing calm and reconstruction, and Egypt has accumulated long experience in sponsoring dialogue.
However, the success of the Egyptian mediation depends on the factions’ willingness to put the national interest before organizational calculations, and to transform understandings into commitments. Palestinian unity is necessary to protect a people facing occupation, settlement, and attempts to seize their land. Without it, rights will remain subject to division, and political progress will remain dependent on internal contradictions. There is no independent state with conflicting powers, and no defense of a major national cause with separate wills.
