The federal government announced on Sunday the imposition of a state of emergency in the Khyber Pakhtunkhwa province, which is under the authority of the PTI, in the northeast of the country, and placed the province under the rule of the “provincial governor” of the federal government, according to a statement issued by the Prime Minister’s Office.
The statement said that the members of the Council of Ministers had conducted a review of the security situation in the province, which the Prime Minister was informed of and accordingly the decision was taken in accordance with Articles 232 and 234 of the Pakistani Constitution.
This announcement came after President Asif Ali Zardari approved it following the recommendations of the Council of Ministers.
According to a statement from the Prime Minister's Office, Cabinet members reviewed the situation and took into account the "provincial government's deliberate withdrawal from the fight against terrorism."
The members suggested that, given the seriousness of the situation, the Prime Minister should advise the President to exercise his “constitutional authority and impose a state of emergency in the province under Articles 232 and 234 of the Constitution.”
These developments come after a severe crisis between the federal government and the PTI, the failure of negotiations between them, and the PTI’s refusal to sign an annex to a memorandum of understanding that the two parties had reached after negotiations that lasted for several days.
The annex stipulates the principles of combating terrorism in the region and clauses stipulating the responsibilities owed to the regional government based on the annex, after a wave of terrorist and bombing operations that targeted police stations and checkpoints, killing dozens of security personnel and civilians.
Sharif's government and Federal Interior Minister Mohsin Naqvi said a few days ago that the negligence of the Insaf government, which runs Khyber Province, was one of the most important reasons for these attacks.
